By David Sneed -- County Public Works officials will have a distinct advantage when they go before the state Coastal Commission next week for approval of the Los Osos sewer project: the backing of commission staff.In the report that will be used in the Jan. 14 hearing in Huntington Beach, staffers recommend that the commission find that the multiple appeals filed against the $165 million project raise no substantial issues and that the project should be approved.“The county has gone to great lengths to address coastal resource issues and LCP (local coastal plan) requirements through a long and inclusive public process including working closely with commission staff to address various issues,” staff planner Jonathan Bishop wrote in his report.
